The issue of missing persons remains one of the most painful humanitarian consequences of the Armenia-Azerbaijan conflict. More than three decades after the First Karabakh War, 4,009 Azerbaijani citizens remain registered as missing. Thousands of families continue to live with uncertainty, deprived of the fundamental right to know the fate and whereabouts of their loved ones. As a result of ongoing search, recovery and identification efforts, 889 sets of human remains have been exhumed, 313 missing persons have been identified through DNA and forensic analysis, and 226 have been returned to their families for dignified burial. The discovery of 32 mass graves in Azerbaijan’s liberated territories provides further evidence of the scale of the humanitarian tragedy and highlights the urgent need for continued cooperation in clarifying the fate of the missing. Addressing the issue of missing persons is not only a humanitarian obligation. It is a matter of justice, human dignity, reconciliation and lasting peace. Every identified person brings a family closer to answers. Foreign Minister of the Republic of Azerbaijan @Bayramov_Jeyhun met with the Foreign Minister of Japan @moteging during his official visit to Japan. The meeting provided an opportunity for a comprehensive exchange of views on the current state and future prospects of Azerbaijan–Japan relations. The Ministers reviewed the progress achieved across a wide range of areas and discussed practical steps to further deepen bilateral cooperation in line with the strategic priorities of both countries. The Ministers held extensive discussions on political dialogue, economic cooperation, trade, investment, energy, transport and logistics, digital transformation, innovation, education, tourism, and people-to-people contacts. They underlined the importance of diversifying the bilateral agenda and creating new opportunities for cooperation in both traditional and emerging sectors. Minister Bayramov announced Azerbaijan’s intention to introduce a visa exemption regime for all Japanese citizens traveling to Azerbaijan, describing the initiative as an important step toward facilitating travel, enhancing business exchanges, promoting tourism, and strengthening people-to-people ties between the two countries. Noting that 2027 will mark the 35th anniversary of the establishment of diplomatic relations between Azerbaijan and Japan, the sides welcomed the steady and successful development of bilateral ties based on mutual respect, trust, friendship, and constructive partnership. They expressed satisfaction with the positive trajectory of relations and reaffirmed their commitment to further expanding cooperation across all areas of mutual interest. The Ministers emphasized the importance of maintaining active high-level contacts, reciprocal visits, and regular political consultations as key mechanisms for advancing bilateral relations and ensuring the effective implementation of joint initiatives. They also highlighted the growing role of parliamentary diplomacy, cultural exchanges, and academic cooperation in fostering closer understanding between the peoples of Azerbaijan and Japan. Particular attention was devoted to expanding cooperation in trade and investment, green technologies, decarbonization, renewable energy, infrastructure development, and high-tech industries. The Ministers underscored the importance of strengthening cooperation in the fields of energy security and connectivity, noting Azerbaijan’s role as a reliable partner in regional transport and logistics networks linking Asia and Europe. They exchanged views on the potential for enhanced collaboration in transport infrastructure, supply chains, and digital connectivity initiatives. The sides also highlighted the valuable contribution of the Azerbaijan–Japan Joint Economic Commission to the advancement of economic cooperation and welcomed efforts aimed at expanding commercial and investment ties. They stressed the importance of accelerating work on the Azerbaijan–Japan Investment Agreement, which would provide an enhanced legal framework for investment protection and contribute to creating new opportunities for businesses in both countries. The Ministers further exchanged views on regional and international developments of mutual interest. Minister Bayramov briefed his Japanese counterpart on the post-conflict situation in the region, ongoing reconstruction and development efforts in the liberated territories of Azerbaijan, the normalization process between Azerbaijan and Armenia, as well as Azerbaijan’s broader regional connectivity and economic cooperation initiatives. The meeting reaffirmed the shared commitment of Azerbaijan and Japan to further strengthening their partnership and exploring new avenues for cooperation in the years ahead. Both sides expressed confidence that the upcoming 35th anniversary of diplomatic relations in 2027 would provide an excellent opportunity to celebrate the achievements of the bilateral relationship and chart an ambitious agenda for the future.

Landmines remain one of the gravest legacies of the Armenia-Azerbaijan conflict and continue to claim lives long after active hostilities have ceased. Since November 10, 2020, Azerbaijan has recorded 427 mine victims — 73 killed and 354 injured — including 231 civilians. Since 1991, the total number of mine victims has exceeded 3,500 people, among them 362 children and youth and 38 women. Beyond the tragic human toll, widespread mine contamination remains a major obstacle to the safe return of displaced families, reconstruction of liberated territories, economic development and agriculture. Every mine discovered and cleared represents not only a life potentially saved, but also a step toward recovery. Minister of Foreign Affairs of #Azerbaijan @Bayramov_Jeyhun participated and addressed the 10th Trilateral Meeting of the Foreign Ministers of Azerbaijan, Georgia and Türkiye in Istanbul. Minister noted that during increasingly volatile international environment, the trilateral partnership remains a vital platform for advancing regional stability, energy security, connectivity and sustainable development. Minister discussed the growing geopolitical and geo-economic importance of our region, and the need for closer coordination in addressing common challenges, and the opportunities arising from enhanced regional cooperation. Minister has also highlighted Azerbaijan’s continued efforts to advance the normalization agenda with Armenia, while noting the remaining issues for sustainable and lasting peace. Ministers also exchanged views on developments in the wider region, including the situations around Iran and Gaza stressing the importance of diplomacy, dialogue and respect for international law. The strategic significance of cooperation in energy and connectivity was reiterated. It was emphasised that from the BTC and BTE pipelines, the Southern Gas Corridor and BTK railway to green energy corridors and the Middle Corridor, our partnership contributes to regional and global energy security and economic resilience. Minister reaffirmed the importance of implementing connectivity initiatives, including the TRIPP project and unimpeded link between mainland Azerbaijan and its Nakhchivan Autonomous Republic, as confidence-building measures that can foster regional cooperation, sustainable peace and prosperity. Moreover, it was noted that there is considerable potential to expand cooperation in ICT, high technologies, agriculture, water management, tourism, climate action and security. Minister has highlighted Türkiye’s hosting of the 31st session of the Conference of the Parties to the United Nations Framework Convention on Climate Change (COP31), emphasising the importance of collective climate action. As a result of the meeting the Ministers of Foreign Affairs of the Republic of Azerbaijan, Republic of Türkiye, and Georgia signed the Istanbul Declaration of the Tenth Trilateral Meeting.
