تبادل المشاركون تقييمهم لتفعيل القانون 31.13 داخل جماعة #وجدة، وسُلط الضوء على التحديات المرتبطة بتعيين المكلف(ة) بالمعلومات، والنشر الاستباقي، والتفاعل مع الطلبات، إضافة إلى التفكير في خطط عمل مشتركة لتعزيز الشفافية المحلية.
هذا اللقاء يندرج ضمن مشروع "الحق في الحصول على المعلومات كآلية للترافع والشفافية والحكامة الجيدة"، المنفذ بشراكة مع #الاتحاد_الأوروبي، والذي يسعى إلى تمكين المواطنات والمواطنين من ممارسة هذا الحق الدستوري داخل #الجماعات_الترابية.

📍Tunis Un dialogue organisé par @coe a mis en discussion ces tensions. Obj: réfléchir aux moyens de garantir des espaces numériques sûrs et accessibles, permettant une participation citoyenne effective, sans compromettre la liberté d’expression ni la sécurité des utilisateurs.
Quand la peur de représailles ou le manque de transparence sur l’usage des données freinent la libre expression, la participation devient inégalement distribuée. La #gouvernance des espaces numériques soulève des enjeux de responsabilité, d’inclusivité & de protection des droits.
"Les espaces numériques sont devenus des lieux d’expression et de mobilisation, mais aussi d’exposition aux risques : collecte de données, surveillance, campagnes de diffamation. Ces dynamiques interrogent les conditions d’une e-participation citoyenne éclairée et sécurisée."
(Re)politiser la finance publique, ce n’est pas l’instrumentaliser: c’est restaurer la redevabilité. Intégrer des mécanismes de participation citoyenne dans les investissements des BPD permettrait d’ancrer leurs actions dans les réalités sociales, et d'en renforcer la légitimité.
"La distance entre ces institutions et les OSC alimente une opacité contre-productive. Pourtant, penser le dév. sans les citoyens, c’est ignorer les besoins réels, les territoires, les vulnérabilités. La #gouvernance des BPD ne peut faire l’économie d’un dialogue multipartite."
Les banques publiques de #développement mobilisent des ressources publiques sans réel ancrage dans le débat démocratique. Leur fonctionnement technocratique questionne : comment justifier l'absence de participation citoyenne dans la définition des priorités d’investissement ?
💬 Renouveler la #démocratie sans plaquer des modèles importés ? Aux #AssisesDemocratie2025, nous avons vu que le pouvoir d’agir se construit à partir des territoires. Des exp. montrent qu’il est possible de réinventer la #gouvernance en s’appuyant sur les dynamiques existantes.

La #démocratie substantive ne se décrète pas, elle se façonne par des pratiques situées : alliances locales, gestes quotidiens, formes collectives d’apprentissage. Ces initiatives dessinent des voies concrètes de transformation, loin des injonctions verticales.
Renforcer le nexus démocratie-développement, c’est bâtir des institutions qui prennent soin. Des modèles économiques protecteurs. Des formes politiques inclusives. C'est aussi oser des expérimentations ancrées, patiemment construites, et tournées vers la transformation du réel.
